    • DUTIES OF EXECUTIVE OFFICERS

      The President shall:

      • Be responsible for leading the Association and managing its activities in accordance

        with the Constitution and Bye-laws.

      • Convene meetings of Council

      • Preside over Council meetings in a fair and neutral manner

      • Act on behalf of Council between meetings, consulting with other Council members

        whenever time allows

      • Be an Ex-officio member of all Committees

      • Have a second, casting vote (where there is a tie in voting on a motion)

      1. VICE PRESIDENTS

        2.1 1st Vice-President (Technical)

        The First Vice President shall:

        • Be a member of the Technical Committee

        • Be responsible for ensuring that the Annual Programme of events is presented to Council before September 31st of the preceding year

        • Be responsible for collating and maintaining the technical records/information of the Association

        • Be responsible for over-seeing all annual seasonal plans submitted by Club Coaches to him/her before December 31st of the preceding year

        • Specific Competition Plans should be submitted within the first week of the appointment of the Tour Coach

          2.2  2nd Vice President (Administration & Fund-Raising)

          The Second Vice President shall:

        • Be a member of the Fund-Raising Committee

        • Assist the Treasurer in the preparation of the Annual Budget – specifically in the inclusion of fund-raising activities

        • Ensure that all deadlines are met by the responsible officers.

          3  HONORARY TREASURER

          The Honorary Treasurer shall:

          • Be a member of the Fund-Raising Committee

          • Receive and disburse, under the direction of Council, all monies of the Association and shall issue receipts for all monies received by him/her and preserve vouchers for all monies paid out by him/her.

          • Make recommendations regarding expenditure

          • Deposit in a Bank approved by Council, all the funds of the Association in an account or accounts in the name of “Guyana Amateur Swimming Association”.

          • Along with the Assistant Secretary-Treasurer, be one of the required signatories of all Association cheques

          • Prepare an Annual Budget based on the Programme of Events, by the end of October of the preceding year

      • Maintain all financial records of the Association, keeping proper books and other records of finances of the Association.

      • Present financial reports at all Council meetings

      • Ensure that accounts are closed at the end of the financial year (as stipulated in the Constitution) and that an Audited Financial Report is available in time for the Annual General Meeting.

        4  HONORARY SECRETARY

        The Honorary Secretary shall:

        • Be an ex-officio member of all committees

        • Deal with the correspondence of the Association under the general supervision of Council

        • Disseminate all urgent information to Council immediately

        • Consult, where the urgency of the issue does not allow for consultation with Council, in order of priority – the President, 1st Vice-President, 2nd Vice-President.

        • Table all correspondence at the next Council meeting

        • Issue notices/agendas of meetings

        • Keep Minutes of all meetings of Council

        • Be responsible for maintaining all Association records, except those which are the specific responsibility of the 2nd Vice-President and Treasurer

        • Prepare the Annual Report in time for the Annual General Meeting

          5.  ASSISTANT SECRETARY-TREASURER

          The Assistant Secretary-Treasurer shall:

          • Be a member of the Fund-Raising Committee

          • Assist both the Secretary and the Treasurer in the performance of their duties and in the absence of either of them, perform their duties.

          • Be responsible for maintaining the records of individual fund-raising activities and providing a final account for each activity.

          • Maintain the Register of Competitive Swimmers and ensure that all swimmers entered in competitions are either registered or required to pay the stipulated fee.

          • Along with the Treasurer, be one of the required signatories of all Association cheques
